Is there a way to switch dRally to fullscreen mode? Also, there doesn't appear to be any aspect correction for the in-game 320x200 mode.

Fullscreen mode is not implemented. Reason is just the aspect ratio correction (well i would rather keep instead of correct it) and i haven't decided the way yet.
