Even though media items are exported and included in the downloaded reports, they are ignored when uploading or importing reports; this is not surprising as neither application/libraries/CSVImporter.php nor application/libraries/XMLImporter.php parse the media elements or create instances of Media_Model.
(If this is relatively easy and/or trivial to fix, I would really appreciate a patch as this problem is all that stands between me and a multi-thousand incident import; otherwise, if I get around to it before anyone else, I'll submit my patch as a pull request — I'm just sure that someone who's a lot more familiar with Ushahidi_Web could implement it in a fraction of the time it would take me.)
