Add a create repo option
This should create an empty repo (and imports all packages in the directory, if available)

this is now possible with adding a package to a non existing repo:

$ local-repo -A oil /tmp/new

if /tmp/new is dir, local-repo will create the database /tmp/new/new.db.tar.gz
