Project kickoff: Create server

• add initial infra (project layout, README, CI/CD)
• read Go MIDI examples in detail
• refresh memory on Erlang Ports and Go
  • revisit https://github.com/geomyidia/erlang-port-examples
  • is https://github.com/okeuday/erlang_go still the best choice for a lib?
  • is there an open source lib alternative to the custom ProcessPortMessage in https://github.com/geomyidia/erlang-port-examples/blob/master/port/protocol.go?
  • what about using OtpErlangPort directly? https://github.com/okeuday/erlang_go/blob/master/v2/erlang/erlang.go#L119
• play a MIDI device from the erl-midi-server
• accept Erlang Port messages in via stdin
• send Erlang Port messages out via stdout
• communicate directly with system MIDI devices via Go MIDI
• come up with design for MIDI server using that as a dep
• use that to start working on: Implement design for async MIDI writer #2
