Programs Page Template Headline Level Issue

Describe the bug
The program page template headline begins with an h2 instead of an h1.

Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior
The top level headline should be an H1, not an H2.

@pikemurdy this isn't so much a bug as a refactoring of the media & text with cta component. In order for it to be inserted in the program page template in this way, we'd need to change the component's default heading to be an h1. Thoughts?

I'm not sure. I know if we provide a page template though, it seems like it should be properly formatted (ie, with an H1). What are we recommending?
