Grammar directory should be accessible outside of web app

We need the athanor server file references to the grammar directory to be independent of the server code, such that the grammar directory could be a default set in the application.conf file, but overridden with a environment variable or runtime flag. The files in the grammar directory need to be updated independently of the server code
