Refactor binding of actions

Action bind by themselves if they aren't under a row or controls. The bind with lists if they are under controls, but if under a data-m-type of the element in the list or form. They also bind in the view events of list items (rows).

This leaves out button actions outside of data-m-type controls that are inside of a control block.

Need to refactor this to one smooth action binding function.
