Description of the bug / feature

Accoding to https://nodejs.org/en/about/releases/, Node 16 will be out on April 20th. It will turn into an LTS on October 26th. We should jump to this version early on to

  1. Get to npm 7 which resolves issues like npx pnpm fails on Windows if home directory contains space #10084
  2. Find any new bugs before our next LTS
