Move sector file to top directory i.e. in most cases %documents%\EuroScope to enable better working of auto-download

Auto-updater requires non-relative directory. In abbove PR. The sector file, ESE and rwy file are moved to Documents\EuroScope, with the pack can be installed anywhere. This is a limitation of the ES auto-update function.
