The Saturn SDK examples(entry.s) show bss start and end locations, perhaps this can be used to reconstruct at least some sections?
I haven't checked Saturn binaries with symbols much, but maybe something refs text and data section ranges as well?

I'm not sure how to support this. All Saturn binaries I've come across are bare metal PIC code. The CD header is the only thing that contains an address, and that is for the first binary on the CD only.
Do you have an example of a compiled binary that I can take a look at? My best guess would be that that the SDK uses the various sections, but the output is a bare metal PIC binary.
