I have a campaign where the Rebels have a presence at Concord Dawn, and there is a battle at Ord Mantell. All of the other systems are unoccupied. Flagship is correctly showing the Empire has low fuel. However, I believe it is incorrectly showing the Rebels WITHOUT low fuel. The rules seem to require a base, not just a presence to avoid the Low Fuel condition. ( https://starwars-armada.fandom.com/wiki/Low_Fuel ) ( The Rebels do have a resource token that could theoretically have been used to remove the low fuel condition, but since that is still showing in the inventory, I don't think that is what happened )
I suspect the problem is in the checkForLowFuel function, but it wasn't obvious in looking at it what the problem is. That function does seem to be correctly checking for bases not just presence.
