Description

Update vue-tsc dependency in the template-vue-ts

Additional context

The 0.3.0 repo is archived, and the new version has flags for definition types declaration.

Maybe this can help with dts related issues without the need of additional plugins.

(I started and built the project with the updated template and it looks fine)
