Are there any API changes? Or can this be included in a minor / patch release (e.g. 3.3.1 or 3.4)

There is a minor API change (see according commit in vitrivr-ng), since there were duplicate paths (with different semantics). Thus I prepared 3.4

I don't fully understand - is the current state of dev mergeable? If this is this the case, is there something stopping us from releasing 3.4?

Great, i think we can include #228 also in 3.4, issue #94 is very old and has seen very limited activity.
