Package proc and proc/pid should indicate kernel version/config mismatch

If a specific feature in /proc or /proc/%{pid} relies on a specific kernel version or a specific kernel config, the respective New* functions should return distinct errors on kernels not supporting the feature. With that, client code can take a better decision on how to proceed.
