From manifests/init.pp:

# [*snmpd_options*]
#   Commandline options passed to snmpd via init script.
#   Default: auto-set, platform specific

Is this not enough?

Probably you can re-generate README.md with this params from that docs, then :)

Perhaps someday someone will rewrite the README.md from the PuppetLabs template. Perhaps even me. :-)
