User needs collections

The current draft is based on the user needs identified in the gap analysis and road-map from coga: Their tables identifies the user needs, how it can be met via normal HTML and where and how personlization can meet the need better. See https://rawgit.com/w3c/coga/master/gap-analysis/table.html
However we may wish to add more.
Other places we should look at are:
