Sometime in the late 20th century, most publications started showing any kind of flag in left-hoist mode. This was against the tradition of showing flags with RTL text in right-hoist form.
Since it's a matter of publication and is related to the flag text, I think it's worth to be mentioned in ALReq doc as a miscellaneous topic. Of course it requires deeper research.
