In section with anchor #r_n11n_authoring, there is a sentence "A specification that requires storage and interchange of text in a specific normalization form needs to address the requirements in" [missing link text]. The end of this sentence is a link without link text: <a href="#normalizing-spec"></a>. This sentence would read more easily with link text in the body of that <a> element.

Ah, Javascript! When viewing the page with Javascript execution blocked (my default), there is no link text. When allowing execution of scripts from w3c.github.io and www.w3.org, there is link text, "§ 3.2.5.1 Requirements When Specifying Normalization in Document Formats". There is also a lot of formatting and colour.
So if the intent is that the document requires executing Javascript to be fully formed, then it looks like this report is Not A Bug.
The Editor's Draft uses a javascript boilerplating system called Respec to produce the document. The version of the document under w3.org/TR is a flat file (but that doesn't contain the proposed changes yet).
