Today at an IDCG call, we discussed that one key element which needs improvement is our becoming a more welcoming community to a diverse international set of stakeholders.
To do that, it would be worthwhile to create a Guide on what W3C, its team, WG chairs, etc. should do to be more welcoming.
It would include both obvious issues (e.g. time zones and language) as well as more subtle issues related to culture.
IDCG might consider creating such a guide. Personally, I would be interested in participating.
