See Section 3.7

Paragraph features such as indentation is not allowed in Devanagari.

Are there other features that need to be considered? Needs further analysis.

Is it documented somewhere specifically that indentation is not allowed in Devanagari ? As far as I know, it can be there... am I missing something? :)

@vivekpani can you provide examples or reasons as to why indentation is not allowed. As @akshatsj indicated, indentation is used (possibly due to earlier latinization) so let's itemize pros and cons of this argument.
