As discussed on telecon earlier today, attempt to resolve cross-purposes conversation on the issue with a real conversation preferably with TTWG and i18n WG but more narrowly with @r12a , @palemieux , @nigelmegitt as a very minimum.

Proposal is to meet jointly with i18n an hour into our weekly call this week, agenda sent with joining details. i18n's weekly begins at that time, and we will aim to cover #236 first.
