If our tests is runnable using the web-platform-tests framework, then we can refer to https://www.w3.org/2019/02/testing-policy.html , otherwise we probably need our own test suite and fork the policy.
We also need to discuss which specs require tests. Some groups only require specs for specifications in Candidate Recommendations or above.
