In our draft WG charter, we should include some text about our testing policy.

Can we put it like: "To promote interoperability, all changes made to specifications should have associated tests following the W3C test policy"?

If our tests is runnable using the web-platform-tests framework, then we can refer to https://www.w3.org/2019/02/testing-policy.html , otherwise we probably need our own test suite and fork the policy.

We also need to discuss which specs require tests. Some groups only require specs for specifications in Candidate Recommendations or above.
