Found when investigating a bug report at https://bugs.chromium.org/p/chromium/issues/detail?id=740568

The example in "A.3 Developer, server, and proxy-initiated fetching" is using parameters quoted by the single quotation character.

According to https://tools.ietf.org/html/rfc5988, it's not conforming to the ABNFs.
