The Navigation section of the epub for education profile (https://w3c.github.io/publ-cg/education/epub-education.html#navigation) contains materials relevant to the 3.1 specification. As we break down the education profile, this section shoul go to 3.1 and be referenced in the forthcoming best practices document.
