In http://www.w3.org/1999/02/22-rdf-syntax-ns# there is a datatype called rdf:PlainLiteral defined in http://www.w3.org/TR/rdf-plain-literal/ I think that is should be marked as deprecated.

I don't know if there is any mechanism for marking a term as deprecated.

In any case, this is not really an issue for RDF Schema. I suggest opening an issue in the main WG repository.

My suggestion for resolving the issue would be to add something to the comment for the datatype to the effect that rdf:PlainLiteral is no longer used in RDF itself, but that it continues to be part of RIF and OWL 2. But that isn't much of a change from the wording that is already there.
