HTTP Public Key Pinning (HPKP) is deprecated and unshipped: https://developer.mozilla.org/en-US/docs/Web/HTTP/Public_Key_Pinning

It's currently used as an example in the spec and is listed as a reference. I suggest all references to HPKP be removed.
