Is "interoperability" also a top-level problem (alongside discoverability and accessibility)? #205

In paragraph 1.1 discoverability and accessibility are listed as the key problems. I think interoperability (between different publications of spatial data and between spatial data and other types of data) could be listed as a third main problem; many requirements have to do with interoperability.

I agree that interoperability remains an issue, however it is the major focus of the OGC so it's not overlooked in terms of effort. I would argue that discoverability and accessibility (which I guess is directly related to interoperability anyway) are the more pressing issues to resolve.

In the process of updating the introductory material, I have rewritten the paragraph to say:

It is not that there is a lack of spatial data on the Web; the maps, satellite and street level images offered by search engines are familiar and there are many more examples of spatial data being used in Web applications. However, the data that has been published is difficult to find and often problematic to access for non-specialist users. The key problems we are trying to solve in this document are discoverability, accessibility and interoperability. Our overarching goal is to enable spatial data to be integrated within the wider Web of data; providing standard patterns and solution that help solve these problems.

I think we do talk about interoperability in the best practices; not least we try to help readers chose the right data format and vocabulary to express spatial data - to drive consistency in how data is published - which should lead to improved interoperability.
