For i18n reasons (and under advisement from @r12a), ReSpec wraps section numbers in a <bdi> instead of <span>.

But PubRules complains that:

Please consider wrapping section numbers (in the TOC and in headings) with <span class="secno">.

We should allow <bdi> there as well (or switch to requiring <bdi class="secno"> instead).
