Bring "Recommended Mark Names" back to User Timing L3 #103

User Timing L1 had a "Recommended Mark Names" section. Based on analysis of HTTP Almanac (query, results), two of the recommended names (mark_fully_loaded, mark_fully_visible) are still used by thousands of sites. After discussion at the Web Performance Working Group (slides, notes), we would like to add this removed section back to the User Timing L3 spec.
