New section: privacy risks

Per charter, we need a section on privacy risks. Some question whether this is a separate note or not.

@jandrieu can we add a paragraph early in the document calling out the essential nature of privacy protections for this work, and refer to the threat model sections throughout plus include/reference the PING assessment?
