<blockquote ... data-include="..."> not processed in Understanding 2.1 conformance #1069

See https://www.w3.org/WAI/WCAG21/Understanding/conformance#accessibility-supported-definition ... it seems the automatic cross-reference/import in https://github.com/w3c/wcag/blob/master/understanding/conformance.html

<blockquote class="scquote" data-include="../guidelines/terms/20/accessibility-supported.html">accessibility supported</blockquote>

isn't actually working. as a result, currently it just shows as a blockquote with the text "accessibility supported"

[edit: on closer inspection, the same problem happens with other <blockquote ... data-include="..."> blocks in that page - it may even happen in other pages that use similar imports]

this appears similar to #970, though behind the scenes, it seems it's a different bit of include magic that's not happening

in this case, all <blockquote class="scquote" data-include="..."> ... </blockquote> includes aren't pulled in. in #970 the underlying markup in https://github.com/w3c/wcag/blob/master/understanding/conformance.html that isn't processed is along the lines of <p id="cc1"></p> - i don't see any actual instruction to pull in any kind of cross-reference (unless it's somehow implicit in that particular id that's used)
