Change First Note 3.2.6 Consistent Help to align better with SC text

3.2.6 starts with...

If a web page contains any of the following help mechanisms, and those mechanisms are repeated on multiple web pages

But the first Note is clear that this does not have to be the case (as the mechanism might be at another page and only linked to)

The Note is there to explain this, but the reason for the Note in the first place is because it does not align well with the text, so I propose a change which might be a bit more clear and fixes it more...

(the link to another page IS ALSO access to help mechanisms...!)

To:

Another solution might be to add the direct link in the SC text itself, like:

If a web page contains any of the following help mechanisms directly, or via a direct link, and is repeated on multiple web pages within a set of web pages, they occur in the same relative order to other page content, unless a change is initiated by the user:
