Relation of 200% text resize requirement and 1.4.10 Reflow #574

I was just working on a test procedure for 1.4.10 Reflow, coming across the section in the Understanding text "The relation of Reflow to the Success Criterion 1.4.4 Resize Text" that states

[text] is not required to be 200% larger at every breakpoint, but it should be possible to get 200% large text in some way.

In some way? I.e., at any one breakpoint, and that would be sufficient? Am I right in assuming that a page would pass if it achieves 200% text size at 200% zoom but then drops the text size to, say, 180% compared to the default at 100% when zooming in further to 400%? Admittedly perhaps an unlikley scenario, but it might be a potential loophole?

From the call, that may happen. It doesn't seem to come up in practice. We're ok with that.
