The procedure requires programatically associated labels for input type=hidden. It also allows input type=radio without programatically associated labels.

Proposed Change:
Change "radio" to "hidden" in "For all input elements except those of type "radio", "submit", or "reset", and all textarea and select elements in the Web page:"
