We cannot use a normative reference to HTML in a non-normative section, such as a note. This fixes a ReSpec error caused by moving the index to the end of the document.
Specification documents usually refer to their dependency list as an index. WebDriver should do the same.
All other specification documents keep their dependency list at the end of the document. This also makes for much better reading.
