Ready for review, we may want to consider 3.11 as it could be a fix for the deployment issues but I did try and that did not fix it so just opted for the 3.10 as a slightly safer option.

Looks good to me. One small request to update the actions we use while we are at it.

- Update Readme to clarify 3.8 or greater is supported
- Update package classifiers to have the correct supported Python versions
- Officially drop support for Python 3.7
- Update GitHub action versions
- Closes wagtail#185
