This problem effects Skies of Arcadia, Star Wars Episode I Racer, and probably many other games.
In both cases, there are two channels which are apparently supposed to continue playing but don't because their attenuation level reaches the release threshold. In SWep1 Racer this happens during sufficiently-long FMVs such as the Star Wars opening crawl. In SoA this happens at the main menu screen while the theme music is playing.
