Since this is a core feature of Package Control on ST3 it should be mentioned in https://sublime.wbond.net/docs/developers and not only on the forum and the issue tracker.

This has somewhat been added for end users by 1ab20e3, but as a package developer I feel this should be on the https://sublime.wbond.net/docs/submitting_a_package page as well.
