Proposal
I propose adding a narrator-hint at the beginnings of scenarios 1 & 2 of Sceptre of Fire explaining, in the plainest and clearest language, how to use the rune-equipping mechanic.
Something like this:
For scenario 1:
"In this scenario, there are rune chests beside the keep. You can send units to any of the chests, where you can select runes to equip, at the cost of gold, which grants them temporary upgrades that last for only the current scenario."
For scenario 2, replace "beside the keep" with "north of the keep".
Rationale
If we do not use a metatext narrator hint for this, it runs the risk of the player not realizing or not understanding the full details of how this mechanic works, let alone its existence.
As for the rune-equipping mechanic for all the rest of the campaign scenarios, this is what Issue #6153 is for.
