Remove browserID as an alternative login option #331

The browserID/persona infrastructure hosted by mozilla will be decommissioned on November 30th 2016. This login option should be removed by then. Note that while this is easy, there are a couple of components that provided this or need to be edited such a django app, some CSS (I think!), the login page, etc.
