Some years ago, W3C has loosened the Content model for the legend element, allowing headings in addition to phrasing content in it. There seems to be some evidence that it helps accessibility, and this usage is quite often promoted as the useful and W3C-approved practice. Isn't this change worth porting into the Living Standard?

This PR updates the `legend`’s content model to allow for heading content, using the `summary` element’s content model as the template for how I think this should be indicated in the spec.

If accepted, this closes whatwg#4990
