config: pressing save should scroll screen to the top #1968

Steps to reproduce:

Visit https://en.wikipedia.org/wiki/Wikipedia:Twinkle/Preferences#xfd
Change a preference in the xfd section, which is at the bottom
Click save

What happens?

JavaScript changes the page and displays a message, but the message is at the top of the page and hidden from the user. The user's window position stays at the bottom

What should happen instead?

Page scrolls to top when hitting save so you can see the message

NovemLinguae added the Module: config label
