refactors runtime

Changes

• refactors our custom implementation for local runtime with the new exposed getPlatformProxy from Cloudflare (https://developers.cloudflare.com/workers/wrangler/api/#getplatformproxy)
• It supports more bindings, since it get's automatically updated by Cloudflare instead of us having to catch up

Testing

• updated tests, removed test cases for bindings which you can't really test with one process only, the old test cases where false, they only tested if the env was existing but not tested if it actually worked
