Add time filtering to travel updates widget disruption count

This ticket is to add a time filter [start time] and [end time] to the travel updates widget.

This is needed because it is showing planned disruptions in the count, rather than current disruptions that are affecting the network right now.

The filter should be a 26 hour slot, from midnight of the current day until 2am of the next day.
