Initial request

Please add an entry to Common Code Table C-5 for CNES/NASA's Surface Water and Ocean Topography satellite, SWOT. The entry 263 is proposed.

The WMO OSCAR Space entry is here:
https://space.oscar.wmo.int/satellites/view/swot

the following code is already taken : 263 SWOT

TROPICS-05 is already taken in CCT-05 : https://github.com/wmo-im/CCT/blob/169-cct-05-request-to-add-entry-to-identify-swot-cnesnasas-surface-water-and-ocean-topography-satellite/C05.csv

we need to define another one...
code 175 is free.
or code 230 is also free.
