Does the rubric solely implement the conditional rules of WMCP? Or does it do other testing?
(My guess is the 2nd, based on previously seeing NOAA's rubric)
But I do wonder whether the one which dwd uses has been customised to limit itself to the WMCP?
For instance: in 19115, there is a rule that says that if the hierarchyLevel is 'dataset', then DataQuality/Lineage/statement should be completed.
And DataQuality/Lineage/statement isn’t mentioned anywhere in the WMCP.
So it could be a little misleading for WMCP implementers to get such an error message.

For the KPI list- perhaps we need to differentiate between rules from the Spec, rules from guidance, rules from the 19115 standard?
And then (if useful) whether these are currently included in the Rubric?
