When a program requests an internet access, there is nothing more than an exclamation mark in the activity window. If it is below the other windows, nothing happens to prompt the user he has an action.
Either the activity window is allways visible, above any window, or the notification should raise as in v2.0.

Disabling the activity indicator in the options should help, please tell me if not!
Edit: I guess I missed your edit or didn't read yoyr post properly. The activity window should always be top most, if not, it should pop over when some connection is blocked (with or without the notification window being visible, hence the special icon). Will check that.
