[WIP] Update templates that fallback to the Product Catalog template

Current progress

Templates:

• Products by Category and Products by Tag: done
  • requires Gutenberg 18.2/WordPress 6.6 (Fix: Honor 'template_hierarchy' filters on template fallbacks. WordPress/gutenberg#60377)
• Products by Attribute: not done
  • blocked by Allow plugins to add new items to the "Add new" menu on the Site Editor WordPress/gutenberg#46362

Other challenges:

• This PR impacts the hierarchy of templates. Now, if there is a WC-modified template but the theme has a custom template, it takes priority over the WC-modified one. This is something that will need to be refactored anyway as part of Header template-part disappears from template after theme change #42181.

Other ideas:

• Filter theme.json data instead of calling BlockTemplateUtils::update_template_data() to update template details.
