Have you seen a recent case when windows is installed and report itself in a drive different than C? D:\Windows?

In which case it can be done?

It's done intentionally since when it was a windows 7 installed on a disk with pre-allocated volume, and gradually upgrades to windows 11 now.
If you just make a fresh standard install, that should not be happened.
