[Doc] Enabling MFA for the End User Dashboard #1944

There is no documentation on how to enable MFA for the End User Dashboard.

It can be done via <IS_HOME>/repository/conf/identity/service-providers/sp_dashboard.xml, but it is not documented.

Another way is to change the File Based Dashboard SP to a UI based SP as described in [1].
